Delaware Youth Council is a campaign to create a youth council in Delaware law. It is student-led and nonpartisan. It has no legal entity and no fiscal sponsor. The council does not exist yet, and creating it is the whole point of the campaign.

Who runs it
Rafael Farrera-JuarezFounder
Rafael Farrera-Juarez founded the Delaware Youth Council campaign in 2026. He is a Sussex Central High School alumnus and a student at Harvard studying government. He served as one of Delaware's two delegates to the U.S. Senate Youth Program, and he started the first Youth in Government delegation in Sussex County. He is a first-generation college student from Sussex County.
Why I started this
I grew up in Sussex County and went to Sussex Central. When I started the first Youth in Government delegation in the county, students wrote real bills and argued them on the floor in Dover, and then we went home. Nothing we wrote had to be read by anyone with the power to act on it.
Delaware has about 210,000 residents under 18 and one non-voting seat that covers schools only. I started this campaign because the distance between what students can say and what the state has to hear is a distance a law can close.
